Before you answer these questions make sure you have read through the eligibility criteria.

This tester will help you find out if you are eligible for the first home owner grant. It will not tell you which grant amount you are eligible for.

Definitions are available for some of the terms used in this eligibility tester.

This eligibility tester does not replace the formal application process.

Is the value of the home and land $750,000 or more? *

Are you: *

buying a new home?
having a new home built?
building your own home?
none of the above?

A new home does not include established homes.

A new home is a home that:

has not been previously occupied as a place of residence
has not been previously sold as a place of residence

is a substantially renovated home.

Before the grant can be paid, you must provide a final inspection report.

Is your new home a substantially renovated home? *

A substantially renovated home is a home that:

is the subject of a contract to purchase a home
is being sold as a taxable supply of new residential premises as defined under section 40–75(1)(b) of the A New Tax System (Goods and Services Tax) Act 1999 (Cwlth)
has not been lived in since the renovation.

Did anyone live or stay in the home before you signed the contract? *

Did the vendor substantially renovate the home before you signed the contract? *

Is the sale of the home a taxable supply under the 'A New Tax System (Goods and Services Tax) Act 1999'? *

Read section 40-75 of A New Tax System Goods and Services Tax) Act 1999.

Did anyone live or stay in the home after the renovations but before you signed the contract? *

Have you, your spouse or another applicant ever been paid a first home owner grant (e.g. the Great Start Grant) in any state or territory of Australia? *

First home owner grant

A person who is one of the following:

married
a de facto partner who has been living with the other person on a genuine domestic basis for 2 years or more (see section 32DA of the Acts Interpretation Act 1954)
a registered partner (under the Civil Partnerships Act 2011)

Was the grant (and any related penalty amount) paid back because the applicants did not meet the residency requirements? *

Were you a non-applicant spouse in the previous grant application (i.e. your spouse owned 100% of the property)? *

Have you and your spouse from the previous grant application separated with no possibility of reconciliation? *

Are you able to prove that there is no possibility that you will reconcile with your spouse? *

Before 1 July 2000, did you, your spouse or another applicant own residential property in Australia? *

This includes owning the property either jointly, separately or with another person.

From 1 July 2000, have you, your spouse or another applicant owned residential property in Australia? *

Did you, your spouse or another applicant live in that particular property for any period of time? *

At the time of buying or building your home, was each applicant at least 18 years old? *

Are all applicants individuals (i.e. not a company or a person acting as trustee)? *

You should answer yes if:

you are a trustee of a trust (other than a discretionary or unit trust) and
all the beneficiaries are individuals under a legal disability who will live in the home as their principal place of residence.

Are you an Australian citizen or permanent resident? *

A New Zealand citizen with a special category visa must have a current New Zealand passport to be a permanent resident.

Are any of the other applicants Australian citizens or permanent residents? *

Will you move into the home as your principal place of residence within 1 year of completing the transaction, and remain in the home for a continuous period of 6 months? *

This means you must move in within a year and live there for 6 months after:

you become the registered owner of the home, if you are buying
the home is ready for occupation and you have the final inspection certificate, if you are building.

Is your home being bought from—or built by—a related person? *

Related person or relative

First home owner grant

A related person of an applicant includes a parent, child, grandparent, sibling, uncle or aunt, or the spouse of any of these.

If you are building on land belonging to a relative, that person can be a parent, grandparent, child, stepchild or sibling of an applicant, or the spouse of any of these.

You will need to provide evidence of the market value of the home when applying for the grant.

Have you or another applicant received financial help (either directly or indirectly) to build or buy your home? *

Financial help

Financial help can include:

a gift of money or property (whether or not the gift is enough for you to buy or build the home)
a contribution towards the purchase, building or maintenance of the home
making a loan repayment for the home
forgiving a loan repayment
transferring land on which the home is to be built for an amount less than its market value
transferring an existing home for an amount less than its market value
building a home for a discounted price
agreeing to pay any rates, utilities or repair and maintenance costs for the home
agreeing to act as guarantor on the home mortgage (including a family pledge guarantee option)
agreeing to pay market rent for living in an applicant’s home
indirect payments to a third party (e.g. to pay a debt owed by an applicant to the third party)
indirect payments from a third party (i.e. a company or trust for which a related person is a director or trustee).

Financial help does not include a commercial loan from an authorised deposit-taking institution listed by the Australian Prudential Regulatory Authority.

'Financial help' does not mean a loan from a bank or a commercial lender.

You must provide a statutory declaration from each applicant setting out a comprehensive description of the financial help received, or expected to be received, including details relating to money owing or gifted. If the financial agreement is in writing (i.e. a loan agreement or deed) you must provide a copy with your application.

Is the person providing financial help a related person to any of the applicants? *

Will the related person live in or use the home frequently? *

You must provide a statutory declaration from each applicant outlining the family reasons why the related person will be living in or using the home frequently.

Not eligible

Based on the information you have provided, you are not eligible for the grant.

You may be eligible

Based on your answers and subject to the information provided in an application form, you may be eligible for the grant.

If the consideration

Consideration

First home owner grant

The purchase price or cost of construction of the new home

for the home is less than the grant, the grant amount paid will equal the consideration.

Not eligible

Based on the information you have provided, you are not eligible for the grant.

Next steps

We generally do not pay the grant to applicants under 18; however, we may pay the grant in special circumstances.

If you believe that your circumstances are exceptional and you meet the other grant criteria, you may apply for the grant. When applying, include a covering letter stating all relevant details.

To be eligible for the grant on the purchase of a substantially renovated home:

the vendor must have substantially renovated the home before you signed the contract
the sale of the home must be a taxable supply under the A New Tax System (Goods and Services Tax) Act 1999
no one can have stayed or lived in the home after it was renovated, but before it was sold.
